build: update windows installer

* changed windows installer to discard the first two digits of the version (17 instead of 2017)
* renamed vs plugin installer
* add game_object.h for TicTacToe to windows installer
* add eula.txt for eula window and keyboard shortcuts css to installer
* add eula and 3rd party licenses to windows install directory
