Since #39229 the commit page header dereferences
`.Verification.CommittingUser` when the committer is not the author.
`Verification` is `nil` for unsigned commits (see `repo.Diff`), so
opening such a commit — a rebased or cherry-picked one, for example —
logs a template error and the page comes out truncated:

This guards the access and adds an integration test that creates a
commit with distinct author and committer identities and checks the page
renders completely (the status stays 200 on a mid-render failure, so the
test looks at the body).
_The fix was worked out with help from an AI assistant; I reviewed and
tested it myself._

Adds first-class bot accounts (`UserTypeBot`): local, password-less
users for automation that authenticate only with access tokens.
1. Admin UI: create bots, filter users by type, manage a bot's access
tokens, convert between user and bot
2. API: `POST /admin/users/{username}/convert-type`, and user objects
gain a GitHub-compatible `type` (`User`, `Organization`, `Bot`)
3. CLI: `gitea admin user change-type`, `--user-type` accepts `User` or
`Bot` case-insensitively
4. Converting keeps the password, 2FA, OAuth2 grants and access tokens,
and since sign-in rejects bots, converting back restores the account.
Only local, non-admin accounts can be converted, and conversions are
audited
5. Session, reverse proxy, SSPI, external source and password reset
sign-in reject non-individual users, so a bot never gets an interactive
session
6. Bots receive no notifications or emails

Deploy keys only work over SSH. A deploy token is their counterpart for HTTPS: a repository scoped credential, used as the password of a Git request, with read or read and write access. It covers Git operations and LFS, and can be regenerated in place.

Adds a search box and a file-extension filter to the pull request diff
sidebar, so reviewers can narrow a large diff down to the files they
care about.
Both filters apply to the file tree and to the diff itself. The
extension menu follows GitHub: extensions sorted alphabetically,
dotfiles and extension-less files in their own buckets, and the
selection kept in the same `file-filters[]` query parameter, so a
filtered view is shareable and survives a reload.
The menu can list every extension in a diff, so `createTippy` gains an
opt-in `limitSizeToViewport` option that caps a popup to the space left
in the viewport and scrolls its content. Popups that do not ask for it
are unchanged.

`published_at` was an alias for `created_at`, so a release created from
an existing tag reported that tag's commit date as its publication time,
and drafts reported one despite never having been published. It is now
stored separately, set when a release is published and null for drafts.
`created_at` in turn means the date of the commit the release points at,
matching what GitHub documents it to be, and the latest release is
selected by it again. Publishing a release for an old commit no longer
takes over the latest badge, and a tag created in the web UI is dated
the same way as one pushed from the CLI.

Various pages did not display the correct action run list tooltips. Fix
those tooltips like here on the `/pulls` page:
`ctx.Repo.Permission` is the zero value outside a repository route, so
on `/pulls`, `/issues`, `/notifications/subscriptions` and the dashboard
repo list the commit status "Details" link was always stripped. The live
job status is looked up from that target URL, so running checks also
rendered as a static pending dot instead of a spinner.
Resolve the Actions unit permission per repository instead.
Also drops the releases page's gate on *loading* statuses, which hid
external CI results from anyone without Actions read; it now loads them
and hides only the URL, like every other page.

Admin and write team authorize now grant that mode on every unit,
including units added later, instead of only rows present in
`team_unit`. Granular teams keep `authorize=none` and explicit unit
rows.
Closes the `TEAM-UNIT-PERMISSION` design gap from
https://github.com/go-gitea/gitea/pull/34128.
Maybe also fix#15962 (actually maybe it had been fixed before, the root
cause is out-of-sync "access" table)

`github.event.inputs` must mirror the raw `workflow_dispatch` payload,
where
GitHub keeps every input as a string. Only the separate `inputs` context
preserves declared types, e.g. booleans. A previous fix coerced boolean
inputs in the single map that fed both contexts, so
`github.event.inputs.someBool` became a real boolean and comparisons
like
`== 'true'` stopped matching.
`github.event.inputs` now stays string-only again. The `inputs` context
used
for server-side `if:` evaluation of needs-gated/matrix-deferred jobs
re-coerces booleans independently, from the job's own workflow
declaration,
so that path keeps working correctly.

Follow-up to https://github.com/go-gitea/gitea/pull/37571.
"Participating and mentions" deleted the watch row, so choosing it
dropped you out of the watcher count. It is a watch like the others, so
it now keeps a row and simply subscribes to no events.
The dashboard feed ignored the per-event options, so a "Custom: issues"
watcher still got pull request activity there. It now gates on the same
options as mail and notifications. That also closes a gap where pull
request reviews bypassed the permission check.

Migrates the last four Options API components, so all 20 `.vue` files
now use `<script setup>`, and disables the Vue Options API runtime. This
will enable optimizations like Vue Vapor mode in the future.
Bug fixes done while migrating and testing:
- Branch selector: arrowing onto "Create branch …" threw a `TypeError`,
and Enter on it did nothing
- Dashboard: the search term was not escaped, so `&` injected query
parameters and `#` truncated the request
- Dashboard: an unknown `repo-search-filter` threw, and names like
`constructor` leaked `Object.prototype` members into the request
- Dashboard: an unknown archived/private filter rendered `function
Object() { [native code] }` as a checkbox tooltip
- Dashboard: removed a dropdown init that always ran against a
not-yet-rendered element
- Branch selector: the `document.body` click listener was never removed
on unmount
- Contributors: the chart plugin relied on an undeclared chart.js field
- Contributors: `contributorsStats` was mutated behind a `shallowRef`,
so future readers would not update
- Removed template attributes and pageData keys that no component had
read for years

extends the current license detection to support two modes:
- legacy which is using classification and was expanded to handle more
paths (extensions, different spelling or GNU copying file)
- REUSE which avoids classification by relying on the spec dictating
that license must be named as SPDX-ID.extension. Newly created
repositories will default to REUSE based paths
Use of styles at the same time is not allowed by design.
Extends the UI to show all the detected licenses and paths to them,
deduplicating them per SPDX-ID in database as is in github
