Comment excerpts in activity feeds previously used either the first 200
display characters of a comment or, for review comments, its first
physical line. That excerpt is rendered as Markdown in the feed, so if
the excerpt began with a leading blank lines or structural markdown
syntax, the excerpt would render as empty or produce broken output. For
example, a review comment beginning with a code fence stored only the
opening fence, which rendered as an empty code block.
This commit instead renders feed excerpts as prose only, dropping code,
math, tables, images and HTML, which also fixes already stored excerpts.
New excerpts start at the first prose line, and review comments get the
same excerpt as issue comments.
This produces meaningful excerpts in more cases while preserving their
original Markdown.

Follow-up to https://github.com/go-gitea/gitea/pull/37571.
"Participating and mentions" deleted the watch row, so choosing it
dropped you out of the watcher count. It is a watch like the others, so
it now keeps a row and simply subscribes to no events.
The dashboard feed ignored the per-event options, so a "Custom: issues"
watcher still got pull request activity there. It now gates on the same
options as mail and notifications. That also closes a gap where pull
request reviews bypassed the permission check.

Use shared repo permission resolution for Actions task users in issue
label remove and clear paths, and add a regression test for deleting
issue labels with a Gitea Actions token.
This fixes issue label deletion when the request is authenticated with a
Gitea Actions token.
Fixes#37011
The bug was that the delete path re-resolved repository permissions
using the normal user permission helper, which does not handle Actions
task users. As a result, `DELETE
/api/v1/repos/{owner}/{repo}/issues/{index}/labels/{id}` could return
`500` for Actions tokens even though label listing and label addition
worked.

The pagination on the user dashboard sounds unnecessary, this will
change it to a prev/next buttons. For instances with around `10 million`
records in the action table, this option affects how the user dashboard
is loaded on first visit.

Two SQLs are very slow when `action` table have over 5M records.

This PR touches functions used in templates. As templates are not static
typed, errors are harder to find, but I hope I catch it all. I think
some tests from other persons do not hurt.
This PR removed `unittest.MainTest` the second parameter
`TestOptions.GiteaRoot`. Now it detects the root directory by current
working directory.
