fix(ui): misc ui fixes ( #39336 )

1. Give menu items an inset pill highlight, text position and menu width are unchanged in most menus
1. Add arrow key, Enter, Space and Escape handling to all tippy menus
1. Mark the keyboard cursor of fomantic and tippy menus with the focus ring instead of the hover background
1. Mark the current dropdown item with the active color so it stands out from the hovered one
1. Stop navbar dropdown links from taking the navbar item hover color
1. Replace the actions job log options dropdown with the shared tippy menu, its hover highlight was invisible
1. Stop changing font weight on active and selected menu items, it resized rows while arrowing
1. Stretch the "All extensions" button in the diff file extension filter to the full menu width
1. Fix the actions run summary block covering the panel's rounded corners and indenting wrapped stats

Remove dead CSS ( #37376 )

Removes CSS rules that have zero usages across templates, Go source,
JS/TS/Vue, and `options/`. Each selector was cross-checked for runtime
additions (Fomantic JS, library classes) before removal.
A few rules with no current usages are kept as symmetric pairs of
heavily-used classes likely to be needed:
- `.ui.bottom.attached.header` / `.ui.bottom.attached.message` — pair
with the widely-used `top.attached` variants
- `.ui.warning.header` / `.ui.warning.segment` — warning-themed variants
of error-themed classes that are kept
- `.btn.small` — size variant alongside the kept `.btn.tiny`

Fix border radius on hovered secondary menu ( #31089 )

Presumably a regression from
https://github.com/go-gitea/gitea/pull/30325 , these menus were showing a
border radius on hover, which is fixed with this change.

Fix all rounded borders, change affected tab menus to pills ( #30707 )

Fixes https://github.com/go-gitea/gitea/issues/30673 , all 23 issues.
Notes:
- Tab bar menus had to change to pills because of unsolvable issue with
the border-radius as tab bar renders a overlapping border onto the box
below. And I think pills look better.
- Added padding to code editor empty preview message
- Hide monaco's built-in blue focus border, we don't need it and it
never showed before either.
- Label add menu is simplified, removing the nested segment.
