extends the current license detection to support two modes:
- legacy which is using classification and was expanded to handle more
paths (extensions, different spelling or GNU copying file)
- REUSE which avoids classification by relying on the spec dictating
that license must be named as SPDX-ID.extension. Newly created
repositories will default to REUSE based paths
Use of styles at the same time is not allowed by design.
Extends the UI to show all the detected licenses and paths to them,
deduplicating them per SPDX-ID in database as is in github

Unties settings page from package version and adds button to delete the
package version
Settings page now allows for deletion of entire package and it's
versions as opposed to a single version

add mount cache directives to container builds, which speeds up local
builds bypassing node and go package download entirely on second build
and caching go compilation.
drop job level split on regular/rootless, which allows to reuse the
previously made stage for rootless, skipping duplicate builds in CI.

I never touched frontend tests so pointers how to write them are
welcome.
This can be either fix or workaround, depending if this is something
gitea should support in the future or not. The golang side is unlikely
to get updates though.
