ci: update giteabot to v1.2.1 (#39815) (#39820)

Backport #39815 by @silverwind

Bump `giteabot` from `v1.1.0` to
[`v1.2.1`](https://github.com/go-gitea/giteabot/releases/tag/v1.2.1). It
now runs on the `node24` action runtime instead of setting up Deno
(https://github.com/go-gitea/giteabot/pull/23), and a reviewer who
requested changes can lift `lgtm/blocked` by re-requesting their own
review (https://github.com/go-gitea/giteabot/pull/24).
